Certification quality management system of recyclage- and production company

BQA QA-CER Recycled Content is an international, independent, third-party certification system based on EN 15343 following the principles of ISO 9001, including chain of custody. It goes beyond ISO 14021, in that it identifies all possible waste streams that can be recycled so that it offers a comprehensive system.

Recycled Content

'Recycled content' refers to a product that contains recycled materials. Recycling is an essential part of the circular economy and is grounded in the belief that our planet has only a finite amount of resources.

Rising economic activity and growing demand for materials make the familiar linear economic model unsustainable. Therefore, there is an urgent need to shift to a circular economic model based on the continuous reuse of materials and products in the economy. Repair, reuse and recycling are essential elements in this economic model and are becoming part of the companies' business model.

QA-CER distinguishes 3 levels of certification

System 1

Certification of the management aspect of recyclate streams and applications.

System 2

System 2 includes all the requirements of System 1 and applies to companies that want to guarantee the technical specifications of their products, both recyclate and finished product.
The company must clearly describe the products covered by the certificate.

Additional requirement: product control by an external approved organization.

System 3

System 3 includes all System 2 requirements with additional system-level control of the ECO parameters of the product or recyclate.

Additional requirements:

  • The company must demonstrate that it monitors all environmental regulatory parameters, e.g., that it has built in sufficient control systems to ensure that no REACH- or RoHS-listed products are present.
  • Administrative audit by BQA to determine whether the documented process and laboratory tests for ECO parameters are controlled

What does QA-CER recycled content mean?

A company certified to QA-CER recycled content proves to independent and expert auditors that they have implemented a monitoring system for their production sites that allows them to determine the recycled content of their products. Those companies must be able to prove this continuously to independent auditors.

If an independent auditor finds major deficiencies during an audit and if the company does not correct this deficiency within a short period of time, the certificate will be revoked and the company can no longer refer to QA-CER recycled content.

PolyCert Europe

PolyCert Europe is the overarching technical platform for the harmonization of existing certification schemes for polymeric material processors in Europe.

European processors of polymeric materials are moving towards a circular economy. With the creation of the MORE platform that registers the use of plastic recyclate in new products, the industry is demonstrating its commitment to achieving the European Commission's target of 10 million tons of annually reused recycled polymers by 2025 and 2030.

To reinforce this strong commitment, PolyCert Europe was created to facilitate the verification and audit of volumes reported in the MORE platform. By definition, such audits must be conducted by a third-party auditing system based on a network of accreditation certification bodies and independent auditors to ensure impartiality.

The goal of PolyCert Europe is to ensure quality certification and verification of recycled content in converted products.
